The EUT ultimate aim is that after three years of studies at a university level, to provide an individual with a diploma which shares three basic characteristics in the respective domain: a. strong opinions, b. to be able to argument over these opinions, c. to be able to provide information concerning the arguments on which the student bases his/her opinions. The EUT philosophy for having such product coming out of its auditorium can be summarized into a single concept, the analytical approach. In essence the analytical approach aims to train the students in analyzing phenomena, events, concepts, laws or certain policies. This way the university level of studies manages to prepare the students to better and faster adapt themselves to the labor market. At the same time, it provides them with the opportunities for advanced studies at the master's degree, through easy to transfer knowledge into similar disciplines. To be a leading university in the development of knowledge in the Albanian society; a center of excellence in the academic formation of our students; of expertise in the social, political, legal and economic studies in the country, with a wider impact in region and beyond; as well as a center of excellence in scientific research according to the areas of expertise within the university.

To provide students with quality education, informed by the results of scientific research; to serve the Albanian society through knowledge creation and dissemination, teaching processes, creativity and adoption of the best scientific, as well as through the development of interrelations with the labor market and international partnerships.
