The City of Zagreb, within its self-governing competency, reserves powers and duties as both; a city and a county. Due to Croatian law Zagreb city administrative bodies are also in charge of state administration tasks when it is defined under the special law. In performing the tasks of the state administration, the city administrative bodies have the powers and obligations of state administration bodies in accordance with the law regulating the state administration system.

Grad Zagreb u okviru svoga samoupravnog djelokruga obavlja poslove iz djelokruga grada i djelokruga županije te druge poslove u skladu sa zakonom. Obavljanje poslova državne uprave iz djelokruga ureda državne uprave u jedinici područne (regionalne) samouprave i drugih poslova državne uprave utvrđenih posebnim zakonima povjeravaju se gradskim upravnim tijelima. U obavljanju poslova državne uprave gradska upravna tijela imaju ovlasti i obveze tijela državne uprave sukladno zakonu kojim se uređuje sustav državne uprave.
