VISION
A recognized leader for excellence in instruction, research, extension and production services, a key player in the education and formation of professionally competent, service oriented, and productive citizens, and a prime mover of the nation's sustainable socioeconomic growth and development.

MISSION
The University shall provide higher professional, technical and special instruction for special purposes and promote research and extension services, advanced studies and progressive leadership in Agriculture, Commerce, Education, Fishery, Engineering, Arts and Sciences, Law, Medicine, Public Administration, Technical and other fields as may be relevant. (Sec. 2, R.A. 7665).

GOALS
In the pursuit of its mission, the initiatives and efforts of the University are geared towards the attainment of the following goals:

Quality and Excellence. Promoting quality and relevant educational programs that meet international standards.

Relevance and Responsiveness. Generation and dissemination of knowledge in the broad range of disciplines relevant and responsive to the dynamically changing domestic and international environments.

Access and Equity. Broadening the access of deserving and qualified students to educational opportunities.

Efficiency and Effectiveness. Optimizing of social, institutional and individual returns and benefits derived from the utilization of higher education resources.
