Die Stadt Gossau ist mit rund 18'000 Einwohnern die viertgrösste Stadt im Kanton St. Gallen. Mit ungefähr 10'000 Beschäftigten ist Gossau einer der wichtigsten Werkplätze in der Ostschweiz.
Die Stadtverwaltung zählt rund 400 Beschäftigte, davon der Hauptanteil in der städtischen Schule. Die Verwaltung nimmt zahlreiche Aufgaben für benachbarte Gemeinden wahr, womit Gossau auch eine regionale Bedeutung zukommt. Der fünfköpfige Stadtrat ist das oberste Leitungsorgan der Verwaltung. Zwei Ratsmitglieder (Stadtpräsident und Schulpräsident) sind hauptamtlich tätig, drei Mitglieder im Nebenamt. Jedes Ratsmitglied steht einer Verwaltungsabteilung (Departement) vor.
