About
The Rail Security Alliance exists to support and encourage the adoption and enactment of policies, procedures and laws that ensure the U.S. and North American railroad system is secure and free from foreign threat.
Background
Since its founding, RSA has provided testimony to lawmakers on Capitol Hill about the need to safeguard the U.S. and North American railroad systems in light of the threats it faces from Chinese state-owned enterprises seeking to dominate critical industries including rail.
RSA has worked for greater rail security in the U.S. by supporting the enactment of the Transit Infrastructure Vehicle Security (TIVSA) and the Infrastructure and Investment Jobs Act (IIJA), which included a bipartisan amendment, the Stopping America's Foreign Enemies Through Rail and Infrastructure National Security (SAFE TRAINS) Act.
Why is rail security important?
With nearly 140,000 miles of railroad covering the United States and the inter-connectedness of our North American neighbors, freight rail is a security lynch pin that regularly transports everyday necessities, key commodities, sensitive U.S. military equipment, hazardous waste, potentially toxic and hazardous chemicals, and flammable liquids every day. On the passenger side, millions of Americans rely on commuter rail systems each day as well.
Because today's rail system is relies on a constantly expanding network of technology and digitization that dramatically increases its risk to cyber-attack and hacking, it must be secure at every point along the way. Unfortunately, foreign investment in this industry — notably investment from Chinese state-owned enterprises — jeopardizes the security of our railroad systems and infrastructure.
